I finally figured this one out by experimentation. (There may be other ways but I was not able to find them.)

In the base directory of your SDCard make a folder called “ringtones” and one called “notifications” (note I used lowercase; don’t know if it will work for uppercase). Then put your custom ringtones and notifications in their respective folders. They should appear automatically in your listings just like the ones that are included with a brand new phone.
